Insurance is for the protection of the shipper, always. The shipper
chooses the carrier, and the carrier is now a subcontractor to the
shipper as part of the overall transaction. The primary is responsible
for the performance of the sub. Simple.
All said, postal insurance is a useless expense, given the superb
record of postal performance. Really. They do lose things, but so very
rarely that insurance surely is a cash cow for them.
