While there would be no deception with respect to the final selling
price, there is deception by under pricing S/H that is padded in the BIN
price. It's not different from having a low BIN with an inflated S/H
where the profit is padded into the S/H.

How can you "pad" the price you set for selling an item? The price
you set is the price you set.

Simple - As I phase out my eBay sales, I'll simply increase (pad) my BIN
pricing to reflect the losses I experience on S/H. With the reduced
listing fees, I can afford to put any price on the BIN.

Then you don't understand what the word "pad" means. "Pad" means to
add false charges to an item. What you would be doing is simply
raising the price of an item.

More than the honesty issue, the problem is that raising the price of
items and offering free shipping, scares away buyers who pick up
locally and pay cash. These are the most desirable buyers.

I'm sure that's true, but that affects a minority of buyers in most
categories.

I get at least 20% of such buyers.

That's you. Very few of the rest of us are concerned about it. You
have to evaluate if eBay is the best avenue for your type of business.

I've had one sale where the buyer was local and met me (at a bank) to
pay for the item. That's because he wanted to examine the item before
paying. (An $800 collectable item) He paid the stated S&H even though
I didn't incur the cost. It compensated me for my time and gas. I
didn't ask for it, though.
