I did the same to one loser who declined to sell an item to me. (same
stupid sob story about "we did not know how to set a reserve") I
reported him to eBay for seller nonperformance. The loser is now "NOT
A REGISTERED USER" and has been banned from eBay for life!

Since you are talking about "making money on a pair of shoes", then it
means that you bought them for resale, and your mistake was paying too
much for those shoes.

everything was fine.

Two weeks later I received an email from paypal saying the buyer had
paid for the item. So I emailed the buyer again explaining the issue
I was having and I immediately, that same day, refunded their money.

Today I received a nasty email stating they were going to report me to
ebay. It's unbelievable to me that someone would do this over a small
item.

Does anyone know what the ramifications of this will be to me?
