Do you now need a Credit card to register with Ebay?

Does Ebay now require a credit card to register? What if you don't
have one and would prefer to pay with money orders or checks? I tried
to register and it brings me to a credit card page. They tell me that
they won't charge it ut it's to ensure safety or something. Is a
credit card required not just register to buy? I thought they only
required it if you want to sell something. Is this a new policy
change?
