I've recently noticed something that everyone here probably knows why
it happens...
One sees an item say having 3 or 4 bids up to say 25.00. I then bid
27, but as soon as I confirm, a notice shows I've been outbid.
What gives?

Yes the current high bidder has a proxy bid which is higher than your bids.
Yes, in order to bid towards VICTORY as the TV ad says....you must
boldly bid up.....
