I've recently noticed something that everyone here probably knows why
it happens...

One sees an item say having 3 or 4 bids up to say 25.00. I then bid
27, but as soon as I confirm, a notice shows I've been outbid.
What gives?
Does the seller have a built-in bid system the automatically ups the
price to a certain level?

It pays to learn how to use proxies to your advantage, otherwise you'll end
up in a bid war (two or more people continually bidding the minimum, and
usually ending up overpaying) or fall victim to a shill (a bid war where
one of the bidders is involved with the auction to artificially raise the
price).

The best strategy is to decide early on the MOST you'd consider bidding,
and placing that bid as late as possible.
