Assuming that he's still alive, he shouldn't bid if he can't be
responsible enough to pay! Business trade never stops and sellers
still have to continue to make a living. Waiting to receive payment
penalizes the seller because the item can't be relisted until the
matter is resolved. Here's an idea of payment terms:

1 day auction = up to 3 day payment period
3 day auction = up to 3 day payment period
5 day auction = up to 5 day payment period
7 day auction = up to 7 day payment period
10 day auction = up to 7 or 10 day payment period

If buyer doesn't pay during the payment period, he forfeits his right
to post feedback. Good-bye non-paying bidders!

What about non selling sellers leaving retaliatory feedback when the
scammed buyer leaves a Neg for the fraud? Sellers should be forced to
leave feedback the moment the buyer pays for the item. 90% of all Ebay
problems are caused by the seller somehow trying to scam the buyer.
