Tornado/Fire - I cant pay for my bid

What would happen if a tornado destroyed a town, or a fire destroyed a
home and there was an unpaid ebay item. What would ebay do? The
buyer obviously dont even have a computer, or a mailing address to
send the item. Would this be considered a good enough excuse or would
ebay still ban the buyer.
Or the other possibility. The buyer dies. I guess it really wont
matter if they are banned once they are dead and gone anyhow, but what
would ebay do about this?
