I report every bit of crap I get, and I've never gotten anything remotely
resembling that kind of response.
I can imagine, however, some eBay person going off script and making a
suggestion that might actually make sense, if they're sufficiently
frustrated or get a particularly snarly complaint.

They do that, when you're reporting spam that comes from a
non-eBay registered email address.
If you search eBay HELP for spamcop, you'll get a few links.
