posting insurance -- how does it work ?

For example, I bought a camera. The postage is $10, and the seller
compulsorily charges $20 for the "insurance". Some sellers offer an
insurance option but do not make it compulsory. The question is: what
does the insurance do and for whom the insurance ? Do I need it ?

As far as I understand, the seller is responsible that I get a working
camera into my hands from the delivery guy. I carry the responsibility
for the camera's condition only after I received it. But before that,
the camera is formally with the seller. So that if the camera is
damaged in the posting process, the seller has to replace it for me
(or return the money). I do not need to pay for insurance.

So consider the seller requires to pay the posting insurance ($20 in
this instance). As far as I understand, the money goes to the Post
Office who then insure the parcel against being damaged during
transition. If the camera is damaged, then the Post Office reimburses
the seller. So, actually, the seller protects himself against the
camera damage at my, the buyer, expense. The "insurance" is just an
additional fee imposed by the seller onto the buyers.

Is my reasoning correct ? Should I prefer the sellers where the
posting insurance is not offered ?
