Newbie eBay seller is saved by the bell

I have a roommate who has been doing some small scale buying on eBay.
She's been having mostly OK luck but she bought an older used laptop
and didn't ask enough questions first - when it arrived she discovered
it didn't have wireless and that the cost to upgrade the wireless and
the RAM to make it fit her needs was too high. The seller wouldn't
take it back (the item was exactly as advertised) so she decided to
list it and sell it. Today she wanders by my room and in passing she
says: "I'm off to mail a package to Nigeria." I asked her what she
was sending and she says the laptop. I asked "you sold a laptop to
someone in Nigeria?" and she said "no, I sold it to someone in England
but I'm shipping it to Nigeria."
They paid her with PayPal. She had no idea that PayPal can (and will)
take the money back when they discover it was paid with a stolen
credit card. I just sent her off to contact PayPal and told her to
NOT mail the laptop to Nigeria.
Why, oh Why, does eBay do such a poor job of educating new sellers?
