Yes. In fact I haven't had one where it =hasn't= kicked in, even those
standing at less than $200.

Does the Seller know the Bidder ID and exact feedback?

Yes.

Can the Seller do a Toolhaus check on the Bidder?

Yes, although why would you? Highest bid wins. Early bidders don't
matter.

Because I have some strange ideas about how to conduct myself on eBay.
I often send off sold items that have been paid for by check or money
order immediately after receiving the check or money order. I don't
wait for them to clear. I often place feedback immediately after
receiving payment even though the other person has not left feedback.
I usually keep up with who's bidding during the course of the auction.
I like to know who might win the auction, and if that person seems to
be sane and reasonable.

It's just me. I like to do things my own way despite the advice of
others. Hasn't hurt yet.

Is it only the auction viewer who sees "Bidder #1"?

Yes, although even this depends on how the results are displayed.

I'll know next week. I'll be listing five or so items above the $200
level.
