I initially tried finding an answer to my question using google (both
web and groups) but didn't get anywhere. Next I searched for any
specific paypal newsgroups but my newserver doesn't provide any (if
they exist at all).

Usenet posting tip: When you *have* done research, it's a very good
idea to summarize what research you have done. This helps in two
ways:

1) It lets others know that you have tried to resolve the question
yourself before coming to ask for help.

2) They know what you have already tried, so they won't waste their
time (and yours) telling you to try it.

Interestingly, I've also posted to uk.people.consumers.ebay where I
got exactly the type of help I was looking for - posting here has been
like entering the mindset of 1930's Germany!

I invoke Godwin's Law. If you're unfamiliar with it, remember that google is
your friend.

That's not a very fair remark. This group is plagued with people
spamming their auctions, and so we have developed a game of baiting
the spammers. If you had lurked here for a bit before posting (usenet
netiquette), you would have learned that and not been surprised by it
happening to you. And you would have learned how to respond with
humor, instead of a huge chip on your shoulder.

Yes, the reception wasn't as friendly as it could have been, but you
made it worse by how you responded. Accept your portion of the blame
for how things turned out, and try to not carry a grudge, and maybe
you can turn things around.

If he doesn't post much and has learned what he needed, why would he want to
bother turning things around?
