I've had three of those reports in a year. What do *you*
consider "very often not able"?

Reading between the lines, I wonder if our OP waited until
minutes before the postal pickup, or before a scheduled
trip by the PO, to print the labels.

Computers always screw up when you do that :-)
It isn't just PayPal and Pitney-Bowes.
Even if PP+PB+USPS are up, your ISP won't be,
your PC will bluescreen, or your printer will jam, and
foul the TCP/IP stack, forcing a reboot, etc.

I think I've only seen the "come back later" message once,
and didn't really pay much attention, since the print attempt
was well in advance of dispatch.

No I do not wait. I often print at night. The message comes back in red on
a yellow screen. The computer itself, printer and the dsl connection is
100% up. The message is to the effect that PayPal is unable to connect with
the USPS data base. PayPal email help admits this is a known and common
problem and says they are working on it but have no resolution date. I
print seven to ten labels per day, every day and this is happening at least
once per week now.
