Need Shipping Recommendation

PayPal shipping is very often not able to connect with the USPS data base.
Consequently I cannot print shipping labels until it comes back up which can
be 24 hours or more. They say this is due to the system being overloaded
with user requests even though it can happen on Sunday early morning EST.

I need a recommendation for First Class mail with Delivery Confirmation that
has no frequent outages. Anybody have experience with Endicia? Other
services? Thanks...
