How about a policy that says wannabee sellers have to
read the directions before selling?
All the information necessary to avoid the present issue
was available to your cousin, although it is, frankly, poorly
organized and scattered all over the place.
Once a dispute arises, it takes time to resolve. The risk
of the infrequent time-wasting dispute is part of doing
business on eBay. The risk of problems is dramatically
higher when a seller's early auctions are for high-value
and/or time-critical items.
... and not fair ...
There is no "fair" in life generally, but on eBay in particular.
