You're right. When I moved to Chicago in the 60s, I used to go over
to Bughouse Square and listen to the loonies rant. Calling social
programs "charity" puts him on the same soapbox.


What's the difference, except that one is tax funded and one is
privately funded though?

Charity is providing money, objects, or services to the needy without
any expectation of return. Social programs provide money, objects,
and services with the expectation that the recipients will become more
self-sufficient in the future.

The fact that the expectation is not always - or even usually -
achieved does not make the social program a charity. The intent
remains.

It's the difference between a gift and a loan. A loan that is not
paid back is still a loan.
