Yes, and many ISPs use the rfc-ignorant databases as part of their
filtering system to weed out spam - because domains that don't have
working postmaster and abuse addresses, and *especially* bogus whois
or MX entries are likely to be poorly run and possible spam sources.

If a domain bounces email sent to postmaster in violation of RFC2821
section 4.5.1 it is eligable for listing in the postmaster section.

If a domain bounces email sent to abuse in violation of RFC2142 it is
eligable for listing in the abuse section.

Bogus data in the whois records for the domain (in violation of
RFC1032, RFC3912,) make a domain eligable for listing in the whois
section.

There are also technical mail server problems dealing with delivery
failure and mx listings that qualify a domain for listing in the DSN
and bogusmx sections.
