You're right. I didn't realize that this was planned a year ago,
so I guess they're still working out details.....IF they do it. They've
been kind of silent on it.

There'd have to be some way to collect the data (ie, a certain
number of reports against an auction, OR multiple similar
reports against a seller). Also make it impossible for those
people "not a part of the eBay community" to file complaints.
