It's a matter of righteousness vs results. Note that
I didn't suggest not complaining to the local PM.
By all means pursue that angle.

But as in many service industries, USPS people are
being pressed to do more with less (time, usually),
and they are after all merely people. Opportunities
for screw-ups abound at the USPS.

If reliable mail delivery is your priority, there are
things you can do to improve your odds, and
having a PO Box is one of them - it eliminates an
entire hand-off cycle and at least one employee
from the process, not to mention risks at drop off.

Also give your full ZIP+4 (usually the +4 is your box#)
to all correspondents. This improves the odds that
your mail will arrive DPS (Delivery Point Sequencing),
and less likely to become a miss-throw.
