I was obviously wrong.
I used the 1st-class once about two weeks ago and was charged 13 cents for the DC and use the on-line Priority labels perhaps 15-20 times/ year with no charge for the DC.
Some 99% of mine are media. I rarely use DC, except with Priority or if the buyer does not buy insurance on items >$50. (Over 9k items shipped with only 6 reportedly lost items - D/C is an expensive luxury for me. I use it primarily to keep some buyers honest). I also find the on-line label system to be too time consuming. Furthermore, one either has to either purchase costly large gummed labels or waste time cutting & pasting paper labels. Neither is cost effective for me. I much prefer printing off sheets of 30 labels in duplicate (one for use inside & one outside) plus keep a copy for reference, stapled to the pile of Paypal invoices I print for each auction.
I now see where the 14 cents came from - it's the new rate for on-line D/C where D/C is increasing to 60 cents if purchased at the PO.
