If he is not offering a full refund, I would neg him. As a seller, I've had one buyer not get an item and I promptly refunded his money. I expect the same treatment from my sellers.
My shipping statement is clear. Insurance is optional. If the buyer does not pay for insurance, the buyer assumes all responsibilities.
NO REFUNDS for uninsured items.
That's ok too, but it is just not the way I do things. I do offer insurance, in case somebody wants to pay for it.
