As someone who has designed an interactive website, this would be
impractical. If Ebay were just presenting content for viewing, it would
work- no problem. But Ebay is presenting interactive content which relies on
integration with the user's web browser in order to provide designed
functions such as bidding, listing, etc. The sheer volume of labor involved
with customizing the site for full functionality with an outdated browser
such as WebTV makes it impractical. The Ebay site might seem like just a few
pages link into a dynamic database, but the reality is that it is a behemoth
undertaking to make even the smallest changes to the structure of the site.
There are several layers of web development which are transparent to the
average user, but which require mucho man-hours for a site this large.
Optimizing the site for mainstream browsers is one thing- keeping several
versions alive for obsolete systems would be financially stupid, and you'd
better bet the board and stockholders know it.
