Technically, the buyer is known to eBay as an "unwelcome bidder". But
the procedure listed there only allows the seller to cancel bids prior
to the end of the auction. If the buyer used a BIN, it's obviously
impossible to do that. You may want to try the link to cancel bids
there anyway, and see if it does work.

However, you've got at least two more options to deal with this.

First report him under this policy:
http://pages.ebay.com/help/policies/unwelcome-buying.html There is a
report link under the "Some examples" block that can be used for his
violation of the first example listed there.

Secondly, you will have to file the unpaid item process to get your
fees back. http://pages.ebay.com/help/policies/unpaid-item.html

You should also add the bidder to your blocked bidders list, and
change your preferences to automatically reject bids from outside the
areas you ship to.
