There is no way for eBay to stop or forbid manual sniping. As for
sniping with software, there may be a way to block it, but "forbidding"
it would be useless because once my bid is accepted, eBay can't tell
whether I sniped manually or used a program on my PC.

As for sniping services, ebay.de did ban them at one time, but I seem
to recall that they lost a court judgement and had to withdraw the ban.
