He probably has a Paypal premium account on the first email address,
and a personal account on which he doesn't have to pay fees at the
second address. He's asking you to help him screw Paypal out of a few
pennies. I'd play dumb and tell him to just add the first email
address to his new Paypal account, no cancel/resend is necessary.
