If, when you make a statement, you believe it to be the truth, is
it a lie?

The apparently "true fact" is that she was indeed briefed on the
use of "intensified interrogation," but like so many people in
positions of authority and responsibility this did not register.

IIRC This was even before bushco got their bogus "It's okay
to torture" memos from Justice.
Hence they would hardly have called the attention of Congress to
their ongoing torture. Which started long before they got their memos
....

But it might have been in the fine print of some presentation, just to
CYA. Who knows?
But clearly they were not shouting it from the rooftops.

Then they got caught ...
