Indeed, this was a well written and apparently well researched
article.
The fatal flaw is that it fails to consider the current gangster
economy in the US, where vendors are selected/specified, not on
the basis of the best long-term economic value to the
consumer/end-user, but because you don't want your windows [or
kneecaps] broken.
Given the modular/scalable nature of the type of solar power
described, it appears to be a "no brainer" for the state of
Arizona or the city of Phoenix to build their own pilot project,
and use the money these generate to build/boot-strap additional
capacity.
As the domestic electric companies, the international oil
companies, and the banks, hedge funds, private equity investment
firms, etc. that depend on them, all have a considerable vested
interest in the very profitable [for them] status quo, nothing is
going to happen, until disaster strikes, and then it may well be
too late.
If by some strange chance this occurs, the problem will then be
to keep the existing power companies and the other corporate
"wise guys" from buying up the successful (and expanding)
facilities, by making the politicians "an offer they can't
refuse."
