I was offered teaching employment in China and I was ready to work there.
but I have never seen such a system-wide inept mess.

First, the recruitment agency was trying to convince me that I should come
to China on a tourist visa that would be "easily" converted to a working
visa. I contested this point but the recruiter insisted that it was not a
problem. Later on I discussed the point with the employer who told me that
if I had done as the recruiter suggested I would have had to leave China
as soon as I arrived there.

Wonderful.

Then the employer wanted me to supply them with a health certificate. Next
logical step I asked them to supply me a copy of the document. Guess what?
They don't have any! They told me to get one at my local Chinese Embassy.
Which I tried in the past, sending emails and making phone calls. They
don't answer phone calls, so I left a message. Twice. But they don't
return messages. I also sent emails, which they don't answer either.

I am still trying to go work there, but I've told that employer that I
will be passing them over to look for an more reliable employer.

I really don't understand how that country manages to function, but I am
starting to understand why so much unsafe crap is manufactured there.
