Hate to ask this but wtf would you ever want to run a drill off
centre?

The only times I've run drills off centre was then the drill press
chuck caught the shank incorrectly and the other was when the lathe
tailstock was left offset after some taper turning. Both cases were
ones I'd not like to repeat.
