The same argument can be replaced with long or short sleeved shirts. If
my forearms can take it why can't my shins?

Rules is rules, they don't always have to make sense. Best solution IMO is
to just get a few pairs of convertible pants and zip the legs off when you
need to wear shorts and zip them back on when you need long. Don't even
need to take your shoes off with most of them.
