Sounds like possibly a bad motor, or cable. If the insulation on the
motor has broken down, or if there is coolant/moisture in the motor
itself, it will short to ground causing a current peak.
It could also be a stuck/sticking brake on the motor. Even though there
is no programmed motion, the servo is still holding the axis in place.
When the servo drive drops out, an electro-mechanical brake is released
to hold the motor in place. When power is reapplied to the motor, the
brake is released. If the brake does not release, or completely release,
and the servo tries to correct for the slight 'fall' of the axis during
the transition the brake can cause the overcurrent.
