It's not exactly the same at all. The tooth pitch and chipload per tooth are
ground into the broach, and are not adjustable. Once the first engaged tooth
is at the bottom of the part (and there's still broach sticking out the top
of the part) the force shall be consistant until the last tooth enters the
part at which point the force will begin to decrease.

Shims would have no affect on this at all, other than to govern which tooth
engages first (and how much of the broach is guiding while not cutting).

Perhaps we're on different pages? The only way I could see the force
changing is to change the angle - unequal shimming from top to bottom.
