ok... are you in the UK ?http://catalog.belkin.com/IWCatProductPage.process?Product_Id=252506
and using a Belkin F5D7632 router (vs 1632 as typed) ?
are you trying to connect via wired/Ethernet or wireless WiFi ?
wired -> how do you have the computer IP information configured & connected
via Ethernet cable ?
wireless -> how do you have your computer WiFi card configured & does it
show a signal connected ?
how is the wireless IP information configured ?

well - a couple of basic items.
#1 - what is your Belkin device - card, router, access point ?
as a Google of it yields - not found ?
#2 - how are you connected to it ?
#3 - the 169.xx address means your computer is trying to get a DHCP
address, but is not finding a DHCP server in your LAN - and Microsoft
defaults to the 169.xx
