Is SEO worth the $

I have a question for the experts here;
We have a website that is 15 months old now. It is growing at what I
feel is a reasonable rate in the major search engines (slower in
Google, but still growing). We are constantly checking our content (and
fixing things after reading articles here and elsewhere), adding links
(a lot of inbound links only), we manually check all links, no robots
adding our links. I am basically happy with our progress on most of our
important keywords such as "shell night lights".
But recently a SEO firm contacted us and for $300 + $100 per month
would re do 5 pages of our website (we have alot more than 5 pages),
and claimed we would be much better ranked on some more competitive
keywords such as "aquarium pumps", which are slowing getting better in
every 100 days.
Should I be patient and continue on the coarse we are on, or spend this
amount (which we are a small company)?
If anyone knows anything about this company's reputation, I would love
to hear it.
