PR should, that is his point, be distributed better throughout the site.
But, thats not always the case. It depends on the structure of the site.
Simply put, if you have a home-page that is linking to all the other pages and some of them are not linking back, the home-page looses PR and should therefor have a lesser PR value than internal pages.
If all the pages link to each other page in the site the PR should be the same for all the pages. But, thats just theory. In practice, pages that are equal, structurally speaking, can have a different PR because external pages link to them.
So it could well be that the home-page has a PR4 some pages have PR3 and others may have PR5 etc.
