I've heard that the coutnry where your hosting is could have a bearing too,
but I'd like to achieve this without having hosting packages in each
country. Anyone got any tips?

With regard to .fr it used to be the case that you had to have a
registered French company to use the domain; I read recently that this
is to be changed so that anyone can have one, however whether they have
actually changed the law at this moment, I don't know.
