The question is often *how*. Not many people can fetch these
ethically... even exchanges don't contribute much to the Web.

now is positioned ok for some of the keywords such as dubrovnik hotel,
or hotels dubrovnik but would like to make the appearance higher for
other keywords too.

Put content on Dubrovnik itself on the site. Famous buildings,
interesting spots, facts and figures.

I am amazed at this clutter. First of all, Introduction is a very odd
title for a web page. I would drop it.

Next, how about:

<h1>Welcome to Dubrovnik and the Hotel Excelsior!</h1>

And you might want to put something similar, but longer in the title.


Furthermore:
Hotel Excelsior - Services

Way to short, and you're repeating the same thing:

Services offered by Hotel Excelsior, located in Dubrovnik.

I would make each and every service a link to a page with more
information on the service, pictures, etc.
