exactly. That's what I said.
So I asked: "what about just listing the keywords, similar to the
content of the old but now forgotten meta tag, as

There is a border somewhere between adding KWs to page in
natural way and spamming page with KWs -
Thank you. This "gray area" is what I was concerned about--why I made
the original post. If I added keywords relating to class action law
suits to a fishing page, that would be beyond the ethical line.
But the keywords I want to add are all symanticaly on topic.
One previous responder actually said "work you keywords into the text."
But this is impossible when "bamboo rod" and "bamboo fly rod" produce
drastically different result sets.
Who 'se likely to be searching for
"bamboo fly rods"?
The likelihood is they'll be searching for
bamboo fly rods
so pages with the phrase included should come up for searches for
bamboo rods
and also for
bamboo fly rods
and in any case you can also do separate pages for each and link to
them with the relevant phrase in the anchor texts.
