You don't have to, if there is no robots-tag, the robots will follow the standard and spider the document.
If you want to place a meta-tag for robots, you could place the following in the <head> section:
<META NAME="robots" CONTENT="index, follow">
Document indexed and no restriction to follow the links in the document.
