Most website don't put links on their highest PR rated page!!!

So, what if another website has a main page with a big PR rank of 7 or
8. But the page within that site where they link to you from has no
rank. Does that mean you get no benefit from being linked to from that
site? I've noticed that most sites with high PR don't link out to
others from that highly rated page, but usually have links on an inner
page with much, much lower rank?
Also, is a page rank of 5 considered good in the scheme of things or
what number would catch the attention of a potential advertiser?
