You could make a script that was based on the data from the query
string from ANY website, and search engines are no exception. The only
problem is that you won't be indexed for any of those terms when the
search engine crawls you. So yes, if you are somehow lucky enough (and
something tells me "seo techniques" might be a hot keyword) to land in
the top ten with you non-script web page, then you can customize what
the user sees to your heart's content.
