The traffic is coming from an Internet cafe. So it would not be right to
ban AdSense applicants solely based on IP address. That is the part that
doesn't make sense. If it wasn't the former SEO person (who is the most
likely suspect because he doesn't use AdSense) then it could have been
anyone using the Internet cafe computers.
