Buying text links

Where could I buy text links, and what are usual prices?

Let's say forexample 5 - 10 pages with PR 3 - 5 (propably for best result these should rather be 1 page from 1 site?), and if I want 1 text link for each of those 5 - 10 pages.

Is it $20/month, or is it $400 /month?

btw is it worth doing to have english pages to link to non-english site with non-english keywords? .
