I have a site PR4 page willing to link to my clients web site.

I want 'key words' as the link and a small description. They want me to use a small graphic. Any weight or is it lost?

Graphic links work just as well as text links as long as the alt
attribute text is keyword rich.

You actually have more scope for adding relevant keywords to an image
link since it's not as visible as a text link. With an image you can
have something like "keyword, keyword, keyword" that would look
terrible as anchor text.

What about using keywords in the title attribute of the link?
