No. A license is normally for just one computer.

Have a look at openoffice: http://openoffice.org/. It depends a lot on
what you actually want to do with Word and Excel how good a replacement
it is.

If the "moving on to databases" means Access: bad choice. I recommend
having a look at MySQL (or PostgreSQL).

Webserver (for testing): Apache, unless your hosting provider doesn't
use that.

Only buy a laptop if you really are sure you are going to carry it
arround a lot. You can buy 2 PCs for the price on one laptop (roughly).

If your hosting provider runs linux, I would almost say: buy one very
cheap PC, and turn it into a linux box, and one Windows PC if you
(really) need Windows.
