"shouldn't do a link exchange with other sites?" Be cautious. Link
exchange requests are strongly associated with link farms/link spam so you
may not want to get involved. Some even demand a reciprocal link, which
amounts to an admission of guilt.
Just put outgoing links on merit alone and on your own initiative for the
benefit of your visitors.
If the links are there to be useful to your visitors why don't you embed the
links individually on other pages on your site in context and get rid of or
minimise your "Useful links" page.?
For links to those 5 dubious sites use rel="nofollow" to protect yourself.
Imagine that there is a link spam ranking for each web site based on the
number of outgoing links which have been put there primarily to influence
search engines through participation in link schemes.
