Only by changing the color of the content (text) as well.
But you can simulate underline with a bottom border, and for that border,
you can set its color (and width and style) independently. The border lies
somewhat lower than underline (not at or right below the baseline but below
the content, which normally means below any ascenders of letters) - which
might be a good thing.
