Which given example? You gave no reference.
What do you suppose happens when the visitor does not have the fonts
Verdana or "Trebuchet MS" on their system? If the author "compensated"
for the oversize nature of both these fonts with something like:
body { font-size: 75%; ... }
Then the regular-sized sans-serif font that does get used is 3/4 the
size that is legible for the visitor!

The problem was the size of fonts depending which font is available.
IE6 does not have Verdana, Trebuchet and Arial? Yes - Verdana's X-
height I guess is bigger...
