Suppose that each of the lines at the URL I made were numbered 1 to 4
down the page. What exactly are you seeing with respect to size on your
different browsers?

In Firefox 2:

Line 4 > Line 3 > Line 2 = Line 1
i.e. the em effect scales more than the percent effect

Internet Explorer 7:

Line 4=Line 3 > Line 2 = Line 1
The em effect scales as the percent effect which is what you would expect.
